Minutes of the Meeting of Parkhall, North Kilbowie & Central Community Council held on 8th January 2019 at 19:30

Present:

Also Present: Bailie Denis Agnew.

Police Report:  No Police Officers in attendance. 

Chair’s Remarks:  W Graham outlined his proposals for improving procedures at Community Council meetings.  A discussion followed and agreement was reached on how to improve meetings.  

Minutes of Last Meeting: These were moved by D McKenna  and seconded by D McNair. 

Secretary’s Report & Matters Arising:  A letter was received from Mr D Lynch (WDC Housing) indicating that the tenant who had destroyed a street tree without permission had been given a time scale to erect a fence.  The damaged pavement has been reported to the Roads Department. 

Treasurer’s Report: Present bank balance is £1478.00  The annual donation to the Tenant & Residents’ Association has not yet been made.  It had previously been proposed by R Lockhart that the sum should be increased from £300 to £400.  This was agreed and D McNair will arrange payment. 

Planning Report:  G Howatson reported that no developments of note were proposed for the Community Council’s area.  It was noted that the application to proceed with the bridge over the Clyde at Dock Street had been approved.  Concern was expressed about increased traffic flow around the town. It was reported that an application was in process for a new petrol filling station on a site at the west end of Livingstone Street. 

WDC Report: Bailie Agnew reported that entrants in the Monte Carlo Rally will be leaving from Clydebank on Wednesday January 30th.  He commented that there are continuing problems of disorder on Radnor Street near the Cleddans Bar. 

AOCB: D McNair highlighted problems about poor sound quality at WDC meetings. .

These were moved by R Lockhart and seconded by D McKenna.

Secretary's Report & Matters Arising:

• A letter regarding the empty flat at 11A Overtoun Road was handed in to WDC's offices on 17/01/19 by the secretary. No reply as yet. Secretary to pursue enquiries about the sale of land at Auchentoshan Wood.
• The trailer ban at Old Kilpatrick recycling centre was discussed in view of the reply from Greenspace- not satisfactory. Hacking & Paterson have surveyed the property in Second Avenue and will commence improvements soon.

Treasurer's Report:

• Present bank balance is £1478.00 The annual donation to the Tenant & Residents' Association has not yet been made. It was agreed that a donation of £400 be made. D McNair to send cheque.

Planning Report:

• No issues at present

WDC Report:

• The footpath at lower Parkhall Road will be completed up to the house at number 5. The Proposals for a new bridge across the Clyde at Dock Street have been approved

• Nothing of note.
