Police Report: 6 crimes were reported in Parkhall and 21 in Radnor Park. 125 incidents were reported, 50 in Parkhall and 75 in Radnor Park. A bicycle was stolen Clydebank High School - fire in the toilets Flat in Cornock Street - wheelie bin set on fire Tools stolen from a van parked at 172 Duntocher Road Granville Street – vandalism to windows.
Secretary’s Report: Letter to Transport Minister concerning A82 roundabout. Unsatisfactory response Letter copied to MSPs Neil Bibby, Mary Fear and constituency MP.
Treasurer’s Report: Treasurer reported that funds in the bank stand at £1810.47. Remaining balance when minute secretary cheques are paid will be £1740.47.
WDC Report: Bailie D Agnew reported that the tree prunings thrown down the banking at Glenhead Road had been removed Gritting has been stopped in Parkhall, Whitecrook and Drumry on side streets. Cul-de-sacs not being done either.
Bailie Agnew has asked for grit bins to be located in those cul-de-sacs. Access lane off Overtoun Road to was discussed Budget Setting is imminent. Savings must be made. Secretary noted that there is a Budget Consultation website.
G Howatson noted that WDC has a policy of ‘no redundancies’ A Hickey noted that there may be a reduction in the number of collections Suggestion was made that the Registrar’s Office hours might be reduced.
Chair suggested that a rep from this CC attend the WDC Consultation meetings Recycling and waste was discussed.

Clydebank has 49K inhabitants, Dumbarton has 21K and Alexandria has 23K so why is there a suggestion that Old Kilpatrick recycling site be closed G Howatson noted that the depot is run by Greenspace on behalf of WDC
Bailie Agnew reported that the St Margaret’s Hospice (Mary Aitkenhead Centre) now comes under the NHS funding. The unit is now recognised as a mini hospital by the NHS.
Planning: Glasgow Road improvement has not yet been listed by Planning Department We will put in an objection when appropriate
There was a presentation on changes to High Dalmuir Conservation Area. D McNair and G Howatson attended and met a rep from the Civic Trust Parkhall Road – Planning Proposal Bailie Agnew - discussion on the presentation of planning applications DC17/256 is a live planning application This is also for discussion at the next Community Council meeting N Etherington - point of interest. A82 has taken over from the A9 as being the most dangerous road in Scotland.
AOCB: Secretary reported that Community Council Forum will meet in February although no date yet. Lamp post was damaged at the junction of Kilbowie Road and Drumry Road, nine months ago. It is on WDC action list.

Matters Arising: Transport Minister’s Assistant – Unsatisfactory response to our letter of which copies were sent to J Whyte and R Dinnie by Gil Paterson with covering letter. A82 was discussed at meeting attended by Gil Paterson, concerning the updating of the signalling system. We await reply from the Minister. WDC is not responsible for A82 west of Dalnottar interchange. Secretary is of the opinion that the A82 maintenance and improvement should be brought under Transport Scotland. Also that there is no mention of same in the latest Local Action Plan. Secretary queried whether WDC has approached the Government concerning funding together with the A82 roundabout at Lomondgate. Transport Scotland is making much needed improvements at Lomondgate. Bailie Agnew suggested lobbying Parliament concerning Kilbowie Roundabout. N Etherington enquired whether Bailie Agnew’s request for grit bins to be left in minor roads/housing estates had been met. Bailie Agnew replied that he was impressed by the improved levels of gritting, but no grit bins installed. A Hickey reports Windsor Crescent not gritted. N Etherington asked about reduction in refuse bin collections WDC website informs residents that Tuesday is collection day; not being done until Wednesday. Bailie Agnew reports that residents place bins outside on Tuesdays but bring them back into gardens. He also said that Radnor Street should be resurfaced, especially at the Cleddans. Lamp post at junction of Drumry Road+ Kilbowie Road: demolished in an accident. Still not replaced after 10 months. Secretary reports he has contacted D Barr who said that Roads Dept were unaware of the matter. D Barr to request that contractor replace the LP.
Secretary’s Report: DC17/256 Community Council Forum will meet February 20th at 14:00 in Riverside Church Hall. All those interested welcome to attend.
Treasurer’s Report: The Treasurer reported that the balance in the bank was £1726.07
Planning Report: Connecting Clydebank (DC18/033) was discussed NE queried what the objections were. Secretary reports that the A 814 is a very busy main road. No account seems to have been taken of extension of Golden Jubilee Hospital. So far there are no residents on the Waterfront. Concern that cycleways may cause a bottleneck G Howatson – there is already traffic avoiding the A82 GH wishes to know the consensus of the meeting here at this Community Council. R Lockhart - Clydebank Rebuilt had already spent a great deal of money on this. Question was raised as to how much money has been ring fenced to maintain this area, possibly none. Keith Bathgate is the named officer in charge.
Other matters discussed: Secretary raised the point that Greater Glasgow Council has prohibited business waste bins being left on pavements. WDC should do the same. Traffic lights at Edrington’s gates not working properly – who is responsible WDC or GCC? A82 West to Kilbowie roundabout has plethora of signs some of which obscure other road signs. Why is old and ugly “Welcome to Clydebank” sign erected by Clydebank Rebuilt still in place when a new sign has been erected? Bailie Agnew reported that boundary line needs to be confirmed. A Hickey reported an issue over waste disposal. Potholes at St Stephens School need to be repaired properly.
WDC Report: Budget Meeting due March 5th, budget for coming year + £2.8m from the Government. Bailie Agnew - £125m per annum – £5m has been paid to private companies who duplicate services already provided by WDC. How can cuts be suggested in Education, Social Work and Health Care, when WDC pay duplicate services already? All Community Councils should be consulted at the Planning Committee.
AOCB: Bailie Agnew informed the meeting that Henry McGill’s funeral will be held on Fri 23rd February at the Crematorium. A one minute silence was held as a mark of respect for Henry McGill. It was agreed to send flowers to Henry’s widow.

Matters Arising: A Hickey: expressed disappointment at the lack of gritting during the snow storms. Bailie Agnew advised that Councils were advised not to grit minor roads due to lack of resources.
Secretary’s Report: Ongoing enquiries to P Clifford regarding High Dalmuir Conservation Area Anomaly was the access lane from Overtoun Road. It was agreed that residents could build a gate but it must not be an obstacle. Bailie Agnew referred to the Local Development Plan (2003/4) especially Dalmuir Conservation Plan. Local Development Plan was rejected by Government because of Duntiglennan Fields development. Council does not have a current LDP. Older development plans showed whether High Dalmuir as a Conservation Area.
Treasurer’s Report: In February the balance in the bank was £1921.47
Planning Report: DC18/033 Kilbowie Roundabout and Glasgow Road discussed. Boardwalk at Saltings discussed. Reply from Mr Petrie/Mr Bain due At the Community Council Forum, there was no report on the condition of the state of repair. The boardwalk is currently closed.
WDC Report: Bailie Agnew said that at the last Planning Meeting the Dock Street proposals were discussed. No traffic audits have been done in the area. Cost of building new bridge is £90million.
The new budget has been agreed by full council.
AOCB: R Lockhart reports that on Monday March 5th the bus service was badly disrupted by no less than five breakdowns. A Hickey concerned that the elderly residents of the high flats in Duntocher Road were expected to cope alone with issues such as low food stocks and other essential service failures during the White out conditions of the recent storms. How might essential services have reached them, especially those wearing ‘alert’ bleepers. Bin collections are behind due to weather.

Secretary’s Report:
Sec emailed M Spurway concerning High Dalmuir Conservation Area. Article 4 (Direction) Removes permitted development works. Original boundaries were set by Clydebank Burgh Council. W Graham noted that there was no mention of Overton Road. D McNair notes that Overton Road should be included. Action: D McNair will seek clarification of Article 4 direction Discussion about house at 11A Overtoun Road. Secretary making enquiries. The Bridge at the Saltings was discussed at CC Forum. J Fordy (Forum Secretary) wrote to Mr Petrie who came to Forum Meeting D McNair asked for a report deciding upon state of the boardwalk at the Saltings. It was inspected by WDC who decided it was ‘beyond repair’ and that it should be replaced by a path through the woods. D McNair noted that WDC propose to spend £8,000 plus drainage costs but that they provided no documentary evidence of the boardwalk’s deterioration. Secretary to pursue this with Mr Petrie. G Howatson said Saltings Group who believe that the boardwalk structure is sound, although it does need approximately ten boards by way of repair. Bailie Agnew suggests that Secretary should write to Scottish Government.
Treasurer’s Report: As of 6th March, balance is £1626.07
WDC Report: Trade Union Representation: Council Budget reduced. Trades Union representatives reduced. Point raised that facility time is paid from Council Tax not by the unions.
AOCB: G Howatson: Concerning economies made by WDC. Rowan and poplar trees have been destroyed. Parks are not providing floral displays, but planting shrubs. Since 1906 there has always been a floral display. Existing features should not be destroyed.
Bailie Agnew suggested that a Collective application for funding, for preserving existing floral displays, e.g. on Rowan Drive.
Action: D McNair should email D Lynch and I Bain to request a site visit.
N Etherington: Scots Fire Rescue Asset Register, introduced in Oct 2017. Requested whether we were emailed, to encourage people to register as volunteers who had skills/assets for any incident. For example, boats available for flooding, or 4x4 transport to take vulnerable people to City Hall.

Minutes of Previous Meeting: the previous minute secretary lost the minutes of the May meeting. There appears to be no prospect of recovery. The secretary will attempt to prepare a summary from memory.
Residents’ Concerns: Minton Mains residents have complaints about cars being parked all day on the corner where Milton Mains Road becomes Glenhead Road at the rear entrance to the Arnold Clark premises. These cars are believed to belong to garage employees and they have been causing a serious obstruction at the sharp corner on this very narrow part of the road. Speeding was also alleged to be a problem. The Community Police officer informed the meeting that speed checks had revealed that the average speed on Glenhead Road was 5mph below the 30mph limit. It was thought that double yellow lines on the part of the road in question might help. It was decided to refer the matter to WDC Roads Department for consideration and also the traffic Department of police Scotland.
Police Report: The officer provided details of the main issues that had arisen in the area during the last month. Four housebreakings had occurred with two in Park Road. Crime prevention leaflets have been distributed. A complaint regarding loud music was attended to in Windsor Crescent. Complaints regarding parking at school gates and cars waiting to pick up pupils will receive attention. Persons dealing drugs were arrested and cannabis plants have been destroyed.
Planning Report: G Howatson reported that no new applications of note had arisen. The traffic lights at Kilbowie Roundabout have been reprogrammed and it seems that traffic flow has been improved especially at peak times.
WDC Report: Bailie Agnew has raised the problem of the street trees in Parkhall with WDC’s Planning Department. Several trees have been felled in recent months so a Tree Protection Order should be sought. Councillor Brown raised the problem of worn out road markings matter to be raised with Police and Roads Department.

Police Report: The officer gave details of reported incidents within the areas of Radnor park and Parkhall for July and August. There were 42 reported crimes 19 of which were detected. The range of crimes were: one murder, four anti-social behaviour, seven thefts, two sexual incidents and two cases of fraud. Overall the area\ was quiet, especially Parkhall. Those present reported some minor matters mainly to do with parked and/or abandoned cars. This completed the report and the officer left the meeting.

Housing Officers’ Report: Elaine Wyllie (Team Leader) and Brian Kerr gave an account of their duties in the Parkhall and North Kilbowie areas They deal with property management, neighbour disputes, rent arrears and the condition of gardens. During question from CC members Ms Wyllie said that she was aware that tree pruning and felling in the Parkhall area may not have been authorised. She agreed to look into the matter and convey her findings to the Secretary.
Secretary’s Report: The Secretary had been in contact with Planning regarding the High Dalmuir Conservation Area boundaries. It appears that records of the original boundaries and the date of their implementation are not readily accessible since the scheme was set up before the formation of west Dunbartonshire Council. The Secretary will explore the matter further and report his finding to the CC. The road works on Hornbeam Drive will now be for one week only instead of two and the No100 bus has been rerouted. We are awaiting information from Planning re the Cornock Street Sports Area. A complaint was made to Environmental Health about the two large waste bins outside a take away restaurant in Duntocher Road. Still awaiting feedback.

WDC Report: Baillie Agnew reported that work on drainage and road infrastructure is progressing on Queens Quay site.
AOCB: Anne Hickey who has been a member of this Community Council for many years resigned due to moving house outside this CC’s area. The Chair thanked her for her valuable input and support of the Community Council’s work. He wished her well in her new home. G Howatson thought that the “tied house” premises owned by WDC e.g. 11A Overtoun Road and the Lodge House at New Dalnottar Cemetery should be reviewed.

Police Report: The Police Report was brief as crime rates in the Radnor Park area had gone down due to increased foot patrols by officers introduced after the murder on Radnor Street. Overall 19 reported incidents occurred with 7 being detected. The 4 reported incidents in the Parkhall area were all of a minor nature including a car window broken in Duntocher Road. After his report the officer left the meeting.
Minutes of Last Meeting: After some minor amendments these were moved by N Etherington and seconded by D McKenna.
Matters Arising: the visit to last month’s meeting by two housing officers was discussed. On the matter of tree felling in Hornbeam Drive where Greenspace staff may have been involved no feedback has been received. It was agreed that a senior housing officer should be invited to attend a future meeting. No further information on the historic boundaries of the Upper Dalmuir Conservation Area had as yet come to light. The secretary is having correspondence with a helpful planning officer to try to unearth more facts on the matter. This may take some time as the relevant documents may have been archived. The waste containers that are being left on the pavement outside a local takeaway 24/7 are still in place. Environmental Health will be investigating.

Planning Report: G Howatson, Planning Delegate, said that he had not noted any significant planning applications affecting the CC area. Bailie Agnew reported that the planning application for “Connecting Clydebank” had been continued by the Planning Committee
WDC Report: Bailie Agnew elaborated on the decision of the Planning Committee to continue the application to “improve” Glasgow Road Clydebank known as “Connecting Clydebank”. He opined that visits to other town where similar works had taken place would help to inform WDC officers and elected representatives of the best way to proceed. In the discussion that followed the Secretary, who had addressed the Planning Committee on the application, expressed concern about what he considered to be the inadequate response….of Planning and Roads Department Officers to matters raised at the meeting by town planning experts and representatives of organisations for the visually impaired.
AOCB: G Howatson expressed concerns about the Cross Cameron Fund for Clydebank and whether the conditions of the fund were being respected when funds were disbursed. The Secretary will make enquiries on this matter. Councillor J Brown reported that the Ferry Roads recycling site had reopened after the demise of Greenlight.

Police Report: Overall 16 reported incidents occurred. In Radnor park there were 2 serious assaults, one drugs offence, two anti-social behaviour, three common assault and seven crimes were detected. Parkhall had three thefts and three road traffic offences. The possibilities of having double yellow lines on Milton Mains Road were discussed in response to a resident who had complained of dangerous parking. Roads Dept are reluctant to act.
Minutes of Last Meeting: These were moved by N Etherington and seconded by D McKenna.
Secretary’s Report & Matters Arising: The secretary had enquired about the report on the Saltings Boardwalk but no progress as yet. The Planning Department is still researching the formation of the Upper Dalmuir Conservation Area. The Acting Treasurer (and Secretary) still awaiting the audited end of year accounts – will pursue with former Treasurer. WDC’s Environmental Health Dept will be monitoring the state of the bins outside the takeaway in Duntocher Road. Secretary will contact Senior Officers about tree felling in Hornbeam Drive.

Planning Report: G Howatson said the Glasgow Road alterations are still a live issue and will return to the Planning Committee. Concern was expressed that the public had no further input into the process. The plans to alter the sports area at Cornock Street by the addition of floodlighting will be part of a planning application.
WDC Report: Bailie Agnew informed the CC that a World War One exhibition of portraits by local artist Tom McKendrick would be held in the Town Hall starting on 3rd November until January 2019. WDC’s town twinning arrangements are under review.

Police Report: The officers reported that there were only one serious incident which was an assault outside a public house on Radnor Street. There were few other incidents those being of a mainly minor nature.
Mr David Lynch – Housing Officer for the Parkhall area gave an update on the unauthorised tree felling on Hornbeam Drive. The tenant responsible for the damage has been spoken to and damage to the footpath would be repaired. The matter of the damage to the small open space at Poplar and Rowan Drive was raised with him and he claimed that the steps were damaged and they were removed on safety grounds and the tarmac path was turfed over by Roads Department Staff.
Mr Ian Bain – Greenspace Manager responded to comments from the Chair about excessive pruning of the shrubs on Second Avenue and Janetta Street by saying they had to be cut back. G Howatson raised the matter of the removal of the attractive shrubs at the corner of Duntocher Road and Dumbarton Road in Dalmuir which had been part of the landscaping around the flats at that location. Mr Bain said that the shrubs would be replaced.

Secretary’s Report & Matters Arising: Compiled by D McNair and read by G Howatson. The Secretary had been on correspondence with Hacking & Paterson to enquire about a property in Second Avenue that had been apparently neglected. The company indicated that refurbishment of the frontage of the building would commence shortly. The Saltings Boardwalk has been surveyed by a contractor appointed by Greenspace. The report should be available for consideration at the next CC meeting.
Treasurer’s Report: None available but it was noted that the Tenants’ Hall contribution has not yet been paid.
Planning Report: G Howatson said that the Planning Application for “improvements” to Glasgow Road will return to the next Planning Committee meeting. There is no update yet on the request to have double yellow lines on Milton Mains Road.
WDC Report: Bailie Agnew and Councillors Docherty and Brown gave the meeting an update on WDC matters

Police Report: Constable Neeson reported that parking in West Thomson Street outside Kilbowie Primary School has been a problem that has resulted in many complaints. Officers have issued warnings and are hoping to get co-operation from the school to point out to parents that parking on the zig-zag lines is both dangerous and inconsiderate. In the period from 11th November to date there were 19 incidents in the Radnor Park area. These comprised of a car theft, shop lifting in Kilbowie Co-Op and the SPAR Store, 4, one drug offence charges of breach of the peace and various minor offences. There were 5 incidents in Parkhall one being a theft of a bicycle plus four of a minor nature.

Secretary’s Report: The secretary gave an update on the incidents of tree felling in Hornbeam Drive. The pavement damaged during the felling of a healthy tree is to be made safe by the Roads Department. The survey of the Board Walk at the Saltings has been completed but the report has not yet been made available. Bailie Agnew thought that a further site visit might be useful.

Planning Report: G Howatson said that the Planning Application for the new bridge over the river at Dock Street had been approved. However WDC has tabled objections which may delay the matter.
WDC Report: Bailie Agnew gave an update on WDC matters.
AOCB: It was noted that Greenspace staff have been pruning shrubs at various open spaces including Second Avenue. Concern was expressed at the apparent inexpert nature of this work. .
