Minute of 6th February 2019 General Meeting held at 10am in National Park HQ, Balloch

Chair welcomed everyone to the meeting.

Chair advised November Community Council meeting (6/11/19) will be held in NP Headquarters at 6.30pm due to room being unavailable at our normal time

WDC are holding a training event (Roles and Responsibilities of CC’s) on 16/2/19, 10am – 12.00pm at CVS, Clydebank.

Core Path Plan meeting on 15/2/19, details passed on to J McQ.

JB stated works in Balloch Road West have been stopped due to complaints received regarding layout (WDC project).

Matters Arising

Paperwork to get PO Box up and running, Secretary will get this sorted out by Friday.

Start date for works at Inler Park 6/3/19.

CC printer, paper and toner cartridge handed over to GC.

DK brought up matter of email which he had taken exception to. Chair read out letter from WDC which covered this. BHCC and Councillors have been exonerated from all allegations made against them.

WDC felt our submission re Flamingo land was fair.

Defamatory posts on Facebook about BHCC will be discussed at training event on 16/2/19.

Charrette

Balloch Square, Chair read out letter received by Corries re resurfacing, from main contractor, assuring disruption will be kept to a minimum. Businesses are concerned. Secretary will email, WDC officer in charge, to ask if delays in Balloch Rd West works will delay Lomond Bridge work starting. Tullichewan roundabout, works to start March 19.

Lomond Rd Bridge, due to start October 19.

Head of Roads to be invited to March 19 meeting to update us on schedule of works, if unable to attend then to give us an alternative date or send a representative.

J McQ updated us on summer projects, possibility of summer festival in 2 years’ time, CC to be involved, he will attend future meetings.

Chair raised possibility of gardening competition, carry forward to another meeting. GC suggested waiting to see what WDC are going to provide this summer in floral displays and possibly have a community gardens competition in sites at Haldane, Balloch centre and Balloch West.

Police Report

No police report this month.

Treasurers Report

Balance at end of January 2019: Balance, £1850.70. Monies spent on post office box at Strathleven House as recommended by WDC officer and the printing and distribution of Futures newsletter. Grant will be applied for this month.

BHCC Futures newsletter was distributed to all residents of BHCC area within this month’s Community Advertiser, copies also in Balloch Library and National park Headquarters. IG to check if Drumkinnon Gate received copies and DK will put it on BHCC Facebook page.

DK brought up legal ruling confirming CC’s can be sued in personal injury claims, this will be discussed at training event on 16/2/19. CC as a whole can be sued, not individual members. JMcQ asked what our insurance covers and has it been renewed. Chair to bring up on 16/2/19. We need a copy of insurance policy for clarification.

Community Partnership meeting to be held tonight at 7pm in NP Headquarters, DK to attend.
