Minutes from the BDCC Meeting 14th December 2017

Minutes from the last meeting were approved, proposed by Jack and seconded by Councillor Dickson.

Matters Arising

Christmas Festive Lights – Jack reports he has spoken to the Electrical Contractors however they are currently taking down the Helensburgh Decorations. Jack to co-ordinate a meeting in Bonhill with them for a Saturday as soon as they are available. There were queries from the floor as to why other WDC areas have ongoing funding for Festive Lighting. Action JF

It was noted that Your Community Funding is again available therefore an application will be made for capital funding to convert the lampposts. Action JR.

Publically Accessible Defibrillators – It was noted that WDC are committing £50,000 to buying and placing the defibrillators around West Dunbartonshire, therefore it was agreed that the CC would monitor how many are being purchased and look to identify other potential areas in our area.

There were still some questions in regards to the grant that had been awarded for this financial year and it was agreed that a breakdown of this grant would be requested from WDC. Action NM.

Dalmonach Community Centre Update

Councillor Bollan noted that the tender applications have gone out to several companies in regards to costing & build. This process had been held up due to questions from the Care Commission. The building warrant has been approved and it is envisaged it will be built by October 2018.

Membership of B&D Community Council

It was noted that the membership of the Community Council is fairly low and that there seems to be little interest from local residents. Councillor Bollan suggested that the CC may need to consider taking on some of the larger issues that are particular to our area such as housing /poverty / unemployment. This suggestion was noted however a concern was raised that this would require residents to assist with this as it would be difficult for the small number of the CC’s to effectively manage this. It was agreed this was a subject to be thought about and discussed at the next meeting.

Any Other Competent Business

Previous CC Flat in O’Hare – A question was raised about the previous CC flat as it appeared to still be empty, the flat has bars over the windows and there has never been any lights on despite the Housing Dept reporting that it is occupied. Councillor Bolan will follow this up.

Strathleven Estate – Jack had noted a previous conversation with the Roads Dept in regards to the dropped kerbs having been removed from the pavements at Strathleven Estate. Since the new roundabout has been installed they have been removed and Jack has been informed this is due to the road having been narrowed. It was agreed Jack will write an email for Raymond Walsh @ Roads Dept and sent to Janice to be forwarded from our email. Action JF.

Planning Gain – it was noted that the Community Council has never been asked to comment on how Planning Gain should be used within this area, especially given the recent housing developments in our area, the Community Council will ask for a Dowry of £50,000 to be set aside for signage in New Bonhill. This was felt to be an important improvement given how poor and difficult it is for people to locate addresses.

Community Garden (Braehead) – It is expected that the asset transfer will be completed in 10 days.

CC Training (Minute Taking) – It was noted that there has been no training for CC’s due to the WDC representative being absent from their post, it was noted that there is a need for the Community Councillors to have training in Minute Taking, to be followed up with WDC. Action JR.

Matters Arising

Christmas Festive Lights - this is still an outstanding issue and Jack will be asked to liaise with Janice & Nancy to progress this as a matter of urgency. Action JF

Your Community Funding - an application was made for capital funding for conversion of some lampposts to enable Christmas decorations. The CC has been informed its application did not make it past the first level. Janice has asked for feedback as to why it failed and criteria for this funding and who made the decisions as to what applications were put forward for the public vote. Overall at this point it was not deemed to be a positive experience and there was concern expressed of the lack of transparency and fairness. It was suggested that the funding could be for ring fenced for the different areas within WDC.

Publically Accessible Defibrillators – It was noted that the Police Scotland are going to have defibrillators fitted into Police Cars. Whilst this was viewed as a positive mover there was some discussion about this as it may result in the police being diverted to medical emergencies if Ambulances are some distance away and the impact this has on their role in Policing the community.

Dalmonach Community Centre Update – Councillor Bolan reports that Dalmonach Community Centre tender is now with the procurement team.

Strathleven Estate Kerb Issues – Jack had provided a written report reporting contact with Andy Potts of the Roads Department who has looked into the question of the dropped kerbs at Strathleven Drive. Mr Potts accepts that a solution needs to be found, however suggested that the matter should have been tackled when the roundabout was built. Jack expressed frustration at this viewpoint as he reports he had raised the matter with the Barratts contractors while the works were going on. Mr Potts will apparently look into the matter further.

Planning Gain – Feedback had been received in respect of the request for a dowry / planning gain that this would not be possible in respect of the next housing development in New Bonhill. Pamela Clifford (Planning Manager) or one of the team will be invited to speak to the CC on this matter. Action JR 2

It was noted that the Police have been receiving complaints about the parking at Bonhill Primary School which the Community Council was not surprised about. The CC had noted this as a concern and is likely to become worse due new housing development at the old Bonhill School site directly opposite.

It was noted that our local Police Scotland Officers have been kept particularly busy with ongoing incidents in the wider area with issues such as Dumbarton Retail Park experiencing difficulties with young people at night / Issues on the local trains at night and the guarding of the Cameron House Building until it is safe for the forensic / safety teams to investigate the remains.

It was reported that the One Stop Shop is changing however PC Cumming didn’t have information as to what will happen with their surgery which is held there 2 days a week, it is noted that this is not used widely by the community at this point.

There was a discussion about the visibility of the community police in our area and it was noted there was a possibility of the Police patrolling on Mountain Bikes, the CC was in favour of this and discussed support to this venture.

Matters Arising

Christmas Lights Jack to arrange a meeting with Janice, Nancy and his contact Tony Dance a Saturday being preferable. Action JF.

Community Funding. The CC had applied for funding, which had not gotten past stage 1. Suzanne was unable to completely clarify why we had not been successful, however, the decision was made by a panel, and the notes taken indicated that as WDC were trying to reduce expenditure on Festive Lighting, our application conflicted with the spirit of that commitment. There was a concern the application system was complicated and lacking clarity & transparency around the criteria and process. Suzanne has undertaken to get further information / detail.

Dalmonach Community Centre. Jim Bollan noted WDC were still aiming for the building to open in late October 2018.

Strathleven Estate Kerb Issues: Jack will follow this up and hoped to meet someone from Barrett Housing. Action JF

Planning Gain Pamela Clifford will be contacted again to ask for one of the team to give input into the CC about the disbursement of Planning Gain monies. Action JR

St. Martin’s Primary School Jim Bolan noted that a final decision will be made in June by the Education Committee.

Membership of B&DCC Following last month’s discussion it was identified that Royal Mail deliver to each house at a charge of approx. £70/k. This was thought to be reasonable. Suzanne suggested that we use Unpaid Work Teams, and it was noted they had delivered for B&DCC previously. 2

Malicious Mischief – Animal Feed ruined at Highdykes Farm and tags sprayed using spray paint – causing £1,500 worth of damage. Enquiry ongoing.

Possession of drugs has increased to 6 this month however 5 of these were detected which is great result.

There has been an increase in reported vandalisms this month.

There was a discussion about Quad Bikes being driven off roads in public place, the drivers / owners were still being sought. Jack reported that they were often around the Ladyton / Nobleston / Strathleven area on Sunday afternoons.

Speakers to CC Meeting: Suzanne Greer (WDC – Community Empowerment Officer)

Suzanne Greer is the new Communities Empowerment Officer at WDC, Suzanne reports that there has been a restructuring within their department and she has taken over from Kate Coleman who has left due to ill health. Suzanne explains that there will be focus on Community with a Liaison Team of which 2 will be specialising on CCTV and Community Transport. Suzanne gave the CC an outline of her duties and the assistance she would be able to offer Community Councils such as looking to refresh the training needs of the CC’s.

It was noted there was a concern that WDC appears to be investing in Your Community rather than investing in CC’s especially the active CC’s. Following on from this Suzanne was asked about the "Walkabout" in the New Bonhill area last year and the proposed Dalmonach Walkabout which didn’t appear to have happened. Brian commented that the last one had produced some results, but it was necessary to continue the process. Suzanne reported that unfortunately Yvonne Muirhead had now left WDC, but WDC are looking at appointing someone to carry on with the scheme.

Suzanne talked of an investment fund that could be available for areas and there was a discussion about how the CC could have something like the very poor signage in New Bonhill resolved. 3

Brian queried about Asset Transfers specifically for Bonhill Community Garden which has apparently been passed by WDC.

Cllr Bolan asked about the Community Budgeting as he noted he has been receiving a lot of queries from constituents about the current model of transparency.

Office Bearer Reports: Treasurers Report – up to 8th March 2018

Nancy reported that there had been no expenditure in the last calendar month so the balance remained at £3884.17.

As our financial year end was approaching, Nancy proposed using the same accountant as previously due to difficulty we had last year in having the annual accounts completed, this would cost in the region of £150. Following a discussion it was suggested that the CC could ask what other groups did about financial services. Jack noted there had been a debate at the CC Forum on the matter. Cllr Bollan and Brian both provided details of local people and this information was passed to Nancy for follow up. Action NM

Nancy gave an update on the possibility of the CC assisting with the refitting of MTB’s to make them suitable for police work. Nancy notes it would take around £950 to complete this work. Suzanne Greer was unsure this would not meet our budget criteria and it was agreed this would be looked into further. Action NM

AGM & Office Bearers Roles

It was noted that Amanda Meikle has tendered her resignation from B&DCC; Amanda was thanked for input in these past 2 years.

The date of the next AGM was discussed and it was suggested that it be May or June 2018 rather than wait till September, it was proposed and agreed to be held on Thursday 10th May.

It was identified that the role of Secretary remains vacant and both Janice and Nancy have indicated that they will be standing down as role of Chairperson and Treasurer respectively.

Brian clarified if the Vice-Chair automatically became Chair, however it was understood that all office bearer roles require nominations prior to or at the AGM.

Gardening Competition

Nancy suggested that the CC consider promoting a Garden Competition in our area, a good debate took place around this suggestion and the CC thought that it would be a good idea. There were suggestions on how this could be implemented with ideas such as before and after pictures of gardens. It was noted that in the current climate not everyone has access to gardening tools and implements and it was noted that possibly there could be funding bid with another group such as the Bonhill Garden Group or one of the Housing Associations to buy tools for hire and ensure that everyone had an opportunity to take part. There was a brief discussion around setting the possible criteria for judging. Nancy will look into the matter and report back to the next meeting. Action NM 4

WDC Automated Telephone Payment Centre Number

It has been highlighted to the CC that an out of hours WDC Council Tax payment phone number is a costly 0845 prefix. It is noted that few organisations are now using this type of number and this seemed inappropriate, the daytime payment number is an 01389 number, Cllr Bollan offered to follow this up. Action JB

Community Councils’ Forum

Jack gave an update on the Forum and reports it has been inactive for a while but had recently been revived. Jack noted as the BDCC delegate he had volunteered as Secretary to the Forum. Meetings are to be held every two months and Jack believed that such a group would give the Community Councils a stronger voice and identify areas of friction common to all the CC’s. The first meeting had been dominated by an issue concerning a much-loved walkway at Bowling which had been slated for demolition by WDC. Another issue raised was the proposed development at Young’s Farm, Dumbarton.

Jack has been asked to ensure that he gives adequate notice to B&DCC on the dates of meetings and the possible Agenda to ensure B&D community councillors are able to give their thoughts and opinions prior to meetings and then pass on the minutes for distribution to the Community Councillors. Action JF.

Lomondgate Street Names

WDC have contacted B&DCC on the proposed street names of Glen Etive Gardens / Glen Orchy Crescent and Glendalmond Place however we believe this has been sent to us in error and should have been sent to Silverton & Overton CC. It was agreed this email would be forwarded to S&OCC.

Any Other Competent Business

Pappert Windfarm: Jack reported that there had been a WDC Report in respect of the Wind Farm Viability / Proposals on Pappert Hill identifying two potential sites with positives and negatives for both. One of the sites chosen appears to be less than 700m from the nearest houses in Braehead and Beechwood, when the prescribed minimum distance was 2000m. The positive for the other site is they are away from the residential areas however the turbines have a tower height of 85m (the blades would be even taller) possibly making this development visually intrusive. Cllr Bolan repeated this support for the Windfarm scheme, quoting potential benefits for the community, some uncertainty was expressed that there could be no direct or little indirect benefit for the local community, with the feed-in tariff now heavily reduced and expressed doubt that loss of visual amenity could be compensated. Cllr Bolan reported that the previous proposal was going to benefit both the Bellsmyre and Renton Development Trusts with around £35,000.

Site Sampling Bonhill Quarry: There has been some heavy machinery within the Quarry and they appear to be taking ground samples and it was queried as to what purpose. B&DCC had clearly expressed concern in their LDP feedback around this being a possible housing site and wished for it to be removed from an area of potential housing.

Departures

  • B&DCC would like to wish Kate Coleman a very speedy recovery and all the best in her future ventures.
  • B&DCC were sorry to hear of Yvonne Muirhead’s departure and would like to record their thanks and wish her good luck in her next post.

New Bonhill Gala Day: Brian is still keen to have a Gala Day for New Bonhill possibly being held at Ladyton Community Centre and has been considering various ideas. Brian reports he would require additional volunteers to assist with setting this up and it was agreed that this should be posted on Facebook to gauge interest.

Young’s Farm Planning Application: Jack reports the Planning Committee is meeting on 21/3/18 and he plans on attending this as the B&DCC representative.

There were no matters arising from the previous AGM

Chairpersons Report

JR Intimated that she did not intend to stand for re-election and thanked everyone for their support during her period in office. It had been challenging, with slow progress on most issues, but there was hope for the future with renewed support from WDC.

She felt strongly that the ‘Your Community’ initiative had pushed Community Councils into the background and were now seen as ‘poor cousins’, but the expenditure on YC had not produced commensurate results.

However, we had established our presence and with our support a Defibrillator was now installed at Bonhill Primary School, and another is to go into the new Dalmonach Community Centre. response to the new Local Plan and had worked at our opposition to the Dumbarton football Club Development.

Treasurers Report

NM had indicated that she wished to stand down as treasurer. The accounts had been Audited for the sum of £150 by B Able Accounts of Helensburgh, and were in good health with a balance of £3888.52

Election of Office Bearers

Janice Ross asked Jack Fordy if he would accept nomination as Chair, he accepted, and was unanimously approved. JR then handed over the meeting.

Susan Campbell was asked if she would accept nomination as Treasurer and once again was unanimously approved.

Date of next AGM

This was set as 9th May 2019, although it was noted that this could be changed at 3 weeks’ notice.

The normal monthly meeting now took place.

Minutes of the Meeting of 12th April were proposed by JF and SC.

Matters Arising

Planning Gain JR said that Pamela Clifford remained willing to attend and speak ref Planning Gain,  but, due to the AGM it was decided to hold this over until the next session.

Gardening Competition This had been followed up by BH, NM and JF, together with Davy Lamont from the Leamy Foundation, they had carried out a morning survey of the area to identify any suitable areas. It was thought that the A1 Bus route through Old Bonhill would provide a good starting point, entry forms and posters were being prepared by JF. There were details still to be settled, but we should be able to launch in June.

Dalmonach Community Centre. The quotes given so far have been over budget by some £400,000.

There is to be a full council meeting at the end of May to allocate extra funding. (2.00pm on 31st May.)

Community Police Report

From 10/04 and 7/05 submitted by PC Thomas Conboy and PC Gordon Cumming.

There have been 30 Crime Reports of which 11 have been detected.

BH enquired about police availability at the One Stop Shop when it moved to Gilmour Street, but Const. Cumming said that there were no plans for the Police Office to be moved, but as there was only one shift operating from Mitchell way, it was likely that no one would be there.

PC Cummings also mentioned that there had been 2 well-advertised Police Surgeries at Gilmour St, so far no one had appeared, but he acknowledged that there was no privacy whatsoever at the location. JR suggested that evening surgeries would be more useful.

Police Cycle to School Scheme

PC Cumming said that he’d organised to take a group of P6 and 7's to Bonhill Primary School on his early shift next week. It’s something he hopes to develop for next term as a few of the teachers have expressed an interest in helping out and there may be some scope for getting parents involved. This will address the issues parking at Bonhill School.

JF said that by coincidence, he had just completed the Velotech Bronze Bicycle Maintenance course, this had been sponsored by Sustrans, so that as he was qualified to inspect and adjust bikes, it looked like a chance to promote a maintenance and cycling skills event in the future.

Any Other Business

Brian McQuillan offered to conduct a walkabout with his staff, but It was thought that the previous format of walks during office hours were unsuitable. Brian said that he would be available anytime including evenings. Const Cummings said that evening walkabouts were recommended.

Community Police Report

From 8/04 and 14/05 2018, submitted by PC Thomas Conboy.

There have been 31 Crime Reports of which 16 have been detected.

Notable features were an increase in the amount of drugs detected and 2 instances of rape, although one of these was historical.

Secretary’s Report

JF Said that he was still able to combine the roles of Chair and Secretary, he was now using the CC Laptop and Printer and asked everyone to use the CC email address Bonhill-dalmonachcc@outlook.com.

He was also looking into obtaining a specific CC Telephone number and possibly set up a website in the near future. Meantime he asked if the current Facebook administrators JR and SC could continue to monitor the posts.

Treasurer’s Report

It appeared that the Bank of Scotland had a fairly complicated system for adding and subtracting names.

Janice was looking into it, so Jack and Susan would be added as signatories for the CC account.

The closing balance was noted at £3799.42 with zero expenditure. Proposed by SC and seconded by JF.

Dalmonach Community Centre. BH spoke of local concerns about the delay and the shocking cost overrun. (£400,000). Cllrs Bollan and Dixon reported that there will of course be negotiations with the contractors to reduce this plus Education have offered, if necessary, to make up any budget shortfall.

Minutes

This would be discussed at he Council Business Meeting on 27th June. We will continue to watch progress with interest.

BH noted that the Hall Committee were going to hold their Christmas party once again in the Masonic Hall and would be conducting fund-raising events to cover the costs.

Gardening Competition

BH had earlier raised the possibility of us running a Gardening Competition. He had spoken with Kevin Mason of the Leamy Foundation who had agreed to help. JF had asked advice of the Community Council Forum, and although none of the other CC’s had tried it, all felt it would be a good profile raising exercise. There was debate as to the format of the prizes. BH suggested 1st, 2nd, 3rd Cllr Bollan thought that £50 and £25 as prizes.

BH and NM would work with the Leamy staff to set things up. Dates to be at the end of July

Premium Telephone Numbers

It was thought that as the response via Cllr Bollan to our previous request for information was unclear. we should write to Stephen West, formally requesting that when the Telephone Contract was renewed, the premium rate numbers be replaced by a local rate number. JF was to attend to this.

“Flamingo Land” Development

The meeting debated the merits of this proposed development; several members of the CC had attended the public meeting in Balloch, held just a few days beforehand. That meeting unfortunately did not cast much light on the issue. After general debate, and consulting with Cllrs Bollan and Dickson the unanimous feeling of the meeting was that although there were some positive aspects, this development was too large, it handed over a large proportion of public space to a private developer without any guarantee of future free access. It was also thought that aspects of the development were in poor taste and would clash with natural beauty of the area. There was also the issue of an undeclared conflict of interest between the Developer, Scottish Enterprise and Iconic Developments Ltd. The whole project seemed to conflict badly with the published aims of the National Park itself. We voted unanimously to write a formal objection from BDCC on the LLTNP website.

Programme for next session

Further to the Yvonne Muirhead walkabout, the WDC Liaison officer Brian McQuillan had offered the chance to follow up and see how many of the issues still needed to be tackled, BH said that he would attempt to do this. TBA.

Planning JF had written to Pamela Clifford to ask if they would attend a future meeting, no reply as yet.

JF said he was resolved to have relevant WDC and NGO officers to offer proposals, which could benefit the area.

Any Other Business

It was suggested that we should recognise the efforts of the outgoing chair by presenting a bouquet of flowers at a suitable date. This was unanimously agreed.

Community Police Report

From 15/06 and 13/09 2018, submitted by PC Thomas Conboy.

In the 90 days since the last report, 75 Crimes have been reported of which 26 have been detected.

Notable and very concerning were one murder which had not been detected to date. Also worrying were the two Wilful Fire raising at the front door of dwellings with occupants inside. Enquiries were still ongoing in the outstanding sexual offences.

JF asked if there had been an increase in crimes during the period when the “Travelling People” were encamped at Strathleven Industrial Estate. PC Conboy replied that although the number of crimes showed an increase, this was normal for the summer months during good weather, and was actually average for the time of year. He had not heard of any related crimes other than their alleged Fly-Tipping.

Mr Henderson commented from the floor that he worked in Strathleven estate and apart from the mess, his company had not suffered at all during this period.

SC asked, referring to the sexual assaults, if the victims had received support and assistance and was assured that it had been given.

Due to pressure of work the constables had to leave the meeting at this point.

Secretary’s Report

  • JF Said that he had written to Roads to ask for further information on the Bonhill Bridge Works.
  • JF also said that he had now purchased a sim card and was using it in a spare phone. The number is 07396316500.
  • He had also designed and printed 6 presentation mugs for the Garden Competition. Total cost was £36

Treasurer’s Report

  • SC apologised and said that there were still some problems getting the Treasurer’s account transferred.
  • JR said she’d looked at the bank statement online and there was no change in the total.
  • JF said that he was concerned as we now needed to pay the prize winners in the Gardening Competition and there was the outstanding invoice for the use of the hall.

Matters Arising

  • Any matters arising were deemed to be covered by the Agenda. But we did discuss Flamingo Land. JF said that he had used the online facility to write our objection to the proposals.
  • JR said that she had also objected personally, but thought we should do more, JF said that it was difficult at this stage as they were very approximate outline proposals. JR said that we needed more information and JF agreed on this.
  • After further debate it was agreed that JR contact PAS to ask if they can give us further training on how to deal with un-accountable quangos like the LLTNP.

Membership/Election

As previously intimated by JF, West Dunbartonshire Council had decided that as we now only had 5 elected Community Councillors we were below what was stipulated as our minimum established number. Accordingly, they were obliged to call an Interim Election, possibly hoping to attract new community councillors. In response to various newspaper appeals there were several members of the public at the meeting with an interest in becoming a Community Councillor. JF explained briefly about the Aims and Objects of the Community Council and about the importance of having good input from local residents. They all appeared interested and several copies of the CC Enrolment Pack were given out.

Dalmonach Park

A small group of residents had been proactive in carrying out improvements in the park and had approached Cllr Dickson for assistance. A major problem appeared to be the vehicle access to the park from Napierston Road. The wider part of the gate should be secured by a padlock when there are no council employees or vehicles on site, but it appears that the padlock has not been replaced on several occasions, allowing access by fly tippers, quad bikers and even a car on one occasion. Obviously, some of these are police issues, but keeping the gates locked would be the best plan.

The other major problem was said to be drainage, some parts of the park are quite low lying and are prone to flooding in bad weather.

Litter bins were also said to be in short supply.

Dog Fouling was also an issue (as it is in most places), a small number of individuals had been challenged but there was some doubt as to the legality of actually filming the offence by mobile phone.

JF Promised to consult with the Community Police officers to get a definitive answer.

The Cllr announced that he had been able to coax a commitment from Greenspace who had now guaranteed the installation of two extra benches. He also had some litter pick goodies.

Cllr Dickson had suggested to the group that becoming Community Councillors would be an advantage to them. This group were represented by Danika Henderson who had given the details of their activities and spoke convincingly of their hopes and aspirations for the park. The meeting found this of great interest and further help was promised. JF said that he would undertake a site visit and write to Greenspace to indicate the level of interest and enthusiasm and ask how more assistance and equipment could be given.

Bonhill Bridge Roadworks

JF said that after some prompting from CC liaison, the Roads Department had supplied more details and plans of the proposed alterations. JF passed them round for inspection. The general feeling was that this would greatly assist vehicles travelling towards New Bonhill and Dumbarton from the Balloch direction.

However, after debate the meeting suggested that we offer the following comments on the proposed works.

  • We note that the carriageway is intended to be 2.5 meters wider. We suggest an increase in the length of the pedestrian phase of the light sequence to recognise the extra time needed to cross?
  • As well as moving the footway within the area of the proposed works, we suggest that the planted area incorporating an Armco barrier be retained. We realise that this is a wooden structure at present, but we think this area needs to retain and even enhance protection for pedestrians, especially as there will be an increase in traffic using this lane.
  • We also request that when the footway is moved, it be widened to 4 meters in order that future cycle and mobility scooter needs can be accommodated. We have tried to represent this to the scale of your drawing.
  • While the works are in progress, can the damaged railings on the North side (beside the control cabinets) be removed, it is difficult to see why railings are needed on this side of the pavement and it would assist the passage of pedestrians through this busy junction.
  • Also, at the North side of the junction, can a more robust safety barrier be fitted? The existing barrier collapsed after a minor collision. If anyone had been passing at that time, they would have been severely injured at least. This is the side which appears most exposed to fast-moving traffic. Cllr Dickson was able to inform us that these works are taking place to reduce congestion during the closure of the Balloch Bridge, rather than just an upgrade of the roads. JF had made earlier enquiries about potential problems in view of increased traffic, and especially after he discovered that there was no longer a crossing patrol at the Burn St Junction, although this seems to be a recruitment issue rather than a permanent state of affairs.

JF commented that there was NOT ONE METRE of cycle path in this CC area. How could pedestrian and cycle rather than motor vehicle movements can be encouraged. Until that changed. JR agreed that there was potential for more cycle paths, but wanted to say that she preferred cycle paths to run beside main roads as she felt that paths which were not overlooked placed solo female cyclists at greater risk.

Gardening Competition

This was something of a trial event, it was judged by JF and David Lamont from the Leamy Foundation.

After looking at all the gardens entered. They both agreed that Mrs G Stewart of 155 Nobleston was a deserving winner, the second place went to Mrs Wilson of 7 Sandbank Crescent Bonhill. It was a very close contest, but Mrs Stewart won on account of her highly unusual varieties and use of space and materials.

Ladyton Community Centre

Rumour had been flying about the possible closure of this facility. Cllr Dickson said that a fact-finding exercise had taken place, but NO decision had been taken yet about which centres were to close.

A full consultation will be held at a later date. The Council will know by then which ones are most at risk

Bonhill Quarry

JF had visited the site recently, and although this area was still zoned for housing, it would actually be quite ideal for use as allotments. It was noted in the proposed LDP that the allotment provision for this ward was currently zero, so we should stress this in our comments on the latest LDP. As there was interest in taking this forward, Cllr Dickson suggested we use the land registry and contact the owner.

One of the application forms had become lost in the post so Craig Stewart, the WDC Committee Officer had to advise there were currently not enough people to constitute a Community Council for this area. Our required numbers should be between 7 and 15. This will be corrected in time for the next meeting.

Community Police Report

From 8/09 and 10/10 2018

JF read the report by PC Conboy Community Police Officer who advised of 15 crime reports in last month, 8 of which have been detected, none were serious. 1 fire, 4 drugs related, 3 breach of peace, 4 vandalism, 1 vehicle theft, 1 sex offence (ongoing) see report from (Please see appendix 1 for full report.

JF also asked the meeting to note that our other Community Police Officer PC Cummings had been posted away to front-line policing in Dumbarton. Our thanks to PC Cummings for his work in this area in the past and we wish him well in his new post.

Secretary’s Report

Greenspace - look at Goalmouth erosion in park and painting new equipment. (Greenspace are currently having to deal with collapse of Greenlight so this may have an impact). No reply from Susan Greer re the graffiti wall.

Roads dept - widening of road at Bonhill bridge - Ian McLachlan reports no budget to replace floral border, green man will be two seconds longer to allow for wider road crossing, damaged railing will also be replaced on North side. Community Council feels this is unnecessary, just remove it! – We await inspectors report.

Napierston Rd/Elmbank Dr/First Ave resurfacing work has been delayed due to ground report. This will now start 12th October and last till 28th October.

Newspaper - JF advised the Reporter were looking for stuff to include . He sent some articles and photographs although only a few were used and unfortunately not the ones of the winners.

Treasurer’s Report

NM reports bank balance is £3724.42. Garden prize money has now been paid out. JR said to claim for this financial years cash from WDC we need to speak to Pauline at WDC. + SC said that there were still some problems with the bank getting the Treasurer’s account transferred.

Matters Arising

Iconic Developments (Flamingo Land) – JR had emailed PAS, but the brief (and free) consultation was insufficiently detailed for our purpose and not what we are looking for. We need to read National Parks  LDP and Planning Rules. It will be a struggle to stop this development as a whole so it would seem a better strategy to focus on Lodges and specific areas. The private land at the Woodbank Hotel has already been bought, so we have less influence over what happens in that area. Looking to the future, we need better control over the sale and purchase of public land, and here we need a detailed study to argue against this. Jim B (Cllr) questioned if we should even be selling public land for this project since only 75 jobs will be year round, although more temporary jobs will be available from May to August. All management positions will be held by people coming from Yorkshire and potential local employment opportunities will be non-management and low paid. BH pointed out their resorts are hermetically sealed, visitors spend their time and money within the site and that Flamingo Land bring nothing to the area.

Worth noting that Haldane & Balloch Community Council and Friends of Loch Lomond are in support of the development.

JF had read the HBCC document and found it was actually a fair and balanced study of the problems and opportunities and was far from being an unqualified approval,

Ladyton Community Centre - Ian D (Cllr) clarified that groups using the centre were involved in the consultation and not the general public. JR - will a full public consultation be happening? JR also mentioned a youth group, which meets in a local park and is well attended on Fridays. However, this is only OK during summer time, not now winter is approaching. Could they have access to the Community Centre? Perhaps it is too expensive? If it were cheaper to use more groups would use it. Ian D (Cllr) stated WDC are looking into this. JR questioned - if a private leisure group couldn’t break even how could a Community group? Jim B (Cllr) - The community centre in Renton was sold by WDC for £1 and is now run by fairly successfully by lots of volunteers. BH - you have to go to the office in Alexandria Community Centre to hire Ladyton Community Centre and they are more likely to encourage people to hire Alexandria making it even harder for Ladyton. Jim B and Ian D (Cllrs) both agree this has happened and it should not be so. Jim B (Cllr) - all Leisure Centres and Community Centres are run privately with absolutely no public input to management decisions and they appear to be concentrating on Clydebank, Vale Pool and Concorde Centre. JR going to meetings and will feed back to us.

Membership/Election

Now have a quota for our Community Council, still needs formalised - we needed 7 and have 8 people (TBC) JR mentioned that ‘Your Community’ is much talked about. However, they are not helping local community groups, nor are they involving themselves with these groups, and indeed do not work at all well with community councils as they are independently run and better advertised. SC to check Hendersons wish to continue involvement in Community Council. JF said that we would have to go through an adoption of standing orders and re-election of office bearers at the November meeting.

Bonhill Bridge Roadworks

JR asks if we can continue to encourage cycle paths - more encouragement means more use, and if we don’t start, we will never get them. JF can we get cycle path at Bonhill bridge? Jim B (Cllr) suggested putting a proposal together and presenting it to WDC. JR - can we agenda this for next meeting? With a map? NM road works should include a cycle path. JF there are lots of bits of paths but not joined together. This can be confusing and dangerous for users.

Gardening Competition

BH start planning now. Paying of prizes took too long. Was not well advertised, this needs to start in March and end in June. Leamy Foundation says word of mouth is best way for this, also it can take up to 3 years to really get up and running. BH is prepared to do it again but with better organisation. JF acknowledged prize problems - this was due to banking issues and not actually our fault. These were initial teething problems, advertising will start in March. NM next year’s cheques can be organised earlier. BH - this was to highlight the Community Council and the delays in prize giving were not good.

JR & NM suggest future winners be announced at meetings. JF said that had been his intention, but problems with the Bank and the uncertainty over the future of the CC had led him to go ahead. The Reporter are not putting some things in paper so JF looking into Lennox Herald.

Local Development Plan 2 .JR claimed that this was already passed and is not being amended. Jim B (Cllr) said that it can be challenged. There are upcoming info sessions in Alexandria, Dumbarton and Clydebank. JR asked for hard copy of LDP Ladyton Car Park - JR questioned re resurfacing. as WDC said they would do this in conjunction with building the play park. Jim B (Cllr) Housing owns the land. NM was told being done at same time as the roadworks(this was during a walk-about).

Defibrillators - JR 50k from WDC with Bonhill earmarked. Ian D (Cllr) not yet bought. BH can help pay 50%, hope before end of financial year. Push for more in Bonhill. Ian D (Cllr) says 3 here already. BH mentioned WDC checking companies and making an app of where they are.

Doggy bags - NM - Alexandria Library ran out.

Bus Stop Bins - BH says these are now missing. Jim B (Cllr) said that SPTE had responsibly for bus stops and their bins. Ian D (Cllr) mentioned extra blue bins are free for residents on application to GreenLight.

Damonach Community Management Group meets tonight - they are organising a fundraiser for a kids party on 16/12/18 (1-3pm in Masonic Hall) and are looking for donations. JR will put together a hamper (no alcohol) and feedback costs. No more than £30.

Dalmonach Community Centre - will be built for a spring 2019 opening. Awaiting start date from contractors. Jim and Michelle to meet contractors and feedback. Advised Opening date of 31 March 2019

Community Police Report

From 11/11 to 10/12/2018.

PC Lucy McNulty, Community Police Officer attended. She advised of 32 crime reports in the last month, NN of which have been detected, none were serious. 3 x Common Assault (1 x child victim –female reported to PF.) 8 Possession of Drugs and 5 Possession of drugs with intent to sell

1 Break-in and theft of power tools at Bonhill School development, 5 vandalism, 1 RTA (Hit & Run not serious) theft, 1 sex offence (ongoing) 4 Domestic Abuse (Please see appendix 1 for full report).

It was suggested that we should host a Police Open Night in 2019, PC McNulty would report back on the feasibility of this.

Secretary’s Report

JF reported that he had reluctantly paid the £175 bill from "Holyrood" seminar on Community Buyouts. WDC legal cannot help with this. JF apologised but stated that he was taken in by an apparently genuine ad for a seminar on Community Buyouts. The matter hinged on the viability of a Pro Forma invoice. As we could not get clarity on this, JF reckoned that it was best to pay rather than risk additional costs. CC will reimburse JF for this.

Bonhill Park – As the CC has not received a reply to their letter JF eventually phoned Greenspace. He was told that a meeting had been held with the individuals who had approached the meeting and most of their concerns will be met with some new equipment and resurfacing the football park.

Treasurer’s Report

JF Reported that he had now applied for the CC annual grant. He also reports bank balance is £3499.39 on the 3rd Dec.

JR Suggested that we should have a third signature and suggested Pauline Larking. This was agreed, JR to get paperwork to PL and deal with this.

Matters Arising

  • JR checked and JF confirmed change to September minutes.
  • Bonhill Community Centre - JB now had a committed start date of 7 January 2019 – JF noted that at least compound being started.
  • Leaflet drop - Karen Prior not yet got back to JF. JR why not Post Office? JF previous told £500 per 1000 plus a six-week waiting time, also got impression Post Office not interested in one off drops. JR website says £70 per 1000.
  • JR asked that we get copies of the signed Constitution and Standing Orders from WDC - they keep copies. Can we request that Community Support attend and work through responsibilities and duties as well as the standing orders in more detail in 2019?
  • LDP2 Strathleven Estate - Greenspace zoned for business CC requested green zoning. Chivas has 18 months to consider expansion options here. CC has lodged an objection to business use and go for green zone. Bonhill Quarry – the Heras fencing has now been removed but the area is very messy and littered. This could be an allotment area dependant on any contamination issues.
  • JF Referred to the letter forwarded from Cllr. Bollan. Sustrans were looking at providing funding for local projects through their Community Links Programme. Cllr. Bollan said that he had seen detailed plans for a route up Bank Street, reorganising landscaping/parking/chicanes between Alexandria Station, St Mary's Primary School and Bonhill Bridge to make it a more pleasant area. JR - WDC has to say that’s not where people go, therefore a waste of time and money. CC should write letter of concern. Cllr. Bollan said that there were lots of complaints re parking at the bridge at the St Marys’ side. On the Bridge St route, the cobbles in front of Alexandria Hall need to be removed - everyone uses that way ignoring the discomfort to their feet. Scotrail were also offering an Area Improvement grant up to £5K - any suggestions? No One could think of anything but JF stated that the obvious in that the whole area needs redeveloped to undo the mess made in the 1980’s. Cllr. Bollan said that a consultation paper re transport in communities which needs communities’ involvement was coming.

As a final item, which had been deferred too long–Ms Ross was presented with some flowers in token of her service to BDCC as chair.

Main Street Development

3 houses & 6 flats at old Main Street Bonhill (where Black Bull Inn was located) JR - issues with road access/parking. CC should object to this on access issues only as they are not clear in the plans. JF has printout of these plans and will bring to next meeting.

Flamingo Land

PAS not able to get involved now it’s a live application, they suggested a Planning Consultant but were not able to recommend anyone to put in objections/ help present proposals. National Parks have put it on hold but are now looking for more information. JB Loch Lomond Park will continue to take objections until the deadline. JR will look into costs/quotes for consultants? JF can also ask friend in another CC who previously successfully objected to a Development Plan. JF to ask Parkwatch if they will represent us in our opposition to this development.

Community Budgeting Application

JF had tried to contact Raymond Walsh ref ‘Welcome to Bonhill’ signage as a possible use for Community Funding Grant, but we did not meet all the criteria.

JR complained on a point of order - this has not been previously agreed by CC, JF said that he had taken an opportunity which arose between meetings. JR said it needs to be a properly tabled and costed proposal, JF said that so far he saw it as an informal investigation into a future possibility

Event at Bonhill Community Centre/ Bonhill Park. JF put in for funding for cycling thing. JR in future we can email our plans ask if any objections before = keep yourself as per constitution. JF went on to report that he had also floated the idea of funding a series of "Active Travel Awareness" events using the funding to purchase 3-5 Dr Bike Sessions and led rides around the area. This proposal found favour with the Your Community funders and JF prepared and submitted a costing pending a full application later after discussion with the other Councillors.

This fitted well with JR’s plans as detailed in AOB

Any Other Business

Bonhill Police Box

JR is the Chair of VOL Trust and has applied for a community asset transfer of the Police Box at Bonhill Bridge for a Bike Hub Project. She intends to chase after Christmas. Their initial interest was registered months ago; JR reports difficult and slow progress, but now up for January review. The project is intended to encourage cycling by offering bike hire (Conventional and Electric bikes) and led rides for over 50s to start then attract volunteers and increase use/age range. Main issue bike storage and charging near to centre and the Police Box would be an ideal location, although it would need C@ £20,000 to rebuild. The VoLT have offered to buy for £500

Insurance

JF reported his concerns over a case involving Connel Community Council in Argyll and Bute. A member of the public had sustained serious injuries and eventually died after a fall on a footpath installed and maintained by the Community Council. Previously, it had been thought that a Community Council could not be sued as it was an "Unincorporated Body", but Lord Woolman has decreed that this is incorrect. However to allay any concerns we were insured by Royal Sun Alliance against public liability. This was arranged through the Community Councils’ Forum and the fees deducted from out annual WDC Grant.

Fracking

Nothing More has been heard, but areas of the Kilpatrick Hills and Auchenreoch Muir contained sufficient substrate to make fracking a possibility.
