The Licensing (Scotland) Act 2005 requires every Council to establish a Local Licensing Forum for their area.
The role of the Forum is to keep under review the operation of the licensing system in their area and to give recommendations and advice to the Licensing Board. The principle behind Local Licensing Forums is to link the people who are affected by licensing decisions to the decision makers, and to feed in the 'grassroots' perspective.
